OEM 13.5 RU 14 fails with SYSMAN.MGMT_USER" has errors

Hi Experts,

I'm trying to apply latest OEM RU 14 to 13.5 version, I have encountered below errors, Repository DB is patched with latest Database Release Update : 19.19.0.0.230418 (35042068)

Did anyone encountered the same issue ? any help would be appreciated.
