How does data populate in WF_LOCAL_ROLES_TL table?

Hi,

Our client is using Oracle EBS 12.1.3. Want to know how data is updated in WF_LOCAL_ROLES_TL table? There is a case where an employee's name is wrong when the language is non US. This is being used in our custom reports.
