Failed to apply web esu

JD Edwards Enterprise One release 9.2.7.1

When i go to app P96470W through the web and upload the web par file for the esu i wanna apply i get the following error:

Copy F9670 Error

and the following error on the enterprise server:

OMWExternal : CopyXMLToTable -- Failed to copy table, error=0 for Table (F9670), XML Source Dir (/u01/jde920/e920/JDEPLAN/JN20014/JN20014/planner/Data/JN20014), Mode (1), Datasource ()

Just so i am clear i am going into JDE from the web server not from the fat machine or client.
