Please guide me approval hierarchy for move order other than Planner?

Please guide me approval hierarchy for move order other than Planner because in Planner only one approval person will be assigned instead of multiple approvals with in one planner and Planner is to be assigned at Org level of Items, so Planner needs to be set at template level for different items, but due to one approval authority with in planner, its not helpful. kindly suggest how can multiple approvals be set with in planner or any other hierarchy method for move order approval for multiple approval...working on Oracle R.12.2.11
