How to call insert page automatically in Oracle APEX page

in Oracle Application Express (MOSC) Question

Hi Friends,

We are calling apex page from Oracle eBS and when invoice number is available in the table we are just displaying details and it is working fine.

Issue is: When the invoice number is not available in the table the apex insert page should open automatically and user will enter the details and submit the page.

Could anyone help me how to call insert page automatically?
