PO Close Short created negative encumbrance balance

Single line PO with Merch amount = $13,881.31 no sales tax, no misc charges.

Single line voucher with merch amount = 11,815 + $1,000.39 sales tax = 12,815.39 total voucher amt.

Remaining encumbrance = $1,065.92

PO Close Short based on Matched Amount but the distrib line amount was lower than the Match Amount causing the encumbrance balance to be negative: 11,815.00 - 12815.39 = <1000.39>
