Getting ORA-46635 when creating auto_login keystore

Oracle RDBMS 19c

AIX OS 7.2.5.103 

Hello,

I'm new to TDE and having an issue when trying to create auto_login keystore.

WALLET_ROOT and TDE_CONFIGURATION=FILE have been set.

Have created new keystore as

administer key management create keystore identified by xxxxxx;

keystore altered.

and then trying to create the auto_login keystore as

 administer key management create auto_login keystore from keystore identified by xxxxxx;

and getting error:

ERROR at line 1:

ORA-46635: creation of an auto login keystore failed

I tried to open the wallet as

administer key management set keystore open identified by xxxxxx;

and getting error:
