Ship confirmation cost update

JDE E1 V 9.0

We have zero cost sales orders that are getting updated with cost by the batch shipment confirmation. It looks like the ship confirmation program is calling the inbound transaction processor R47500. A couple business functions deep it looks like the cost on the sales order is being set. Is this something I can control?
