OPatch cannot find a valid oraInst.loc file to locate Central Inventory (OPatch failed with error code = 104) (Doc ID 2308329.1)

I have the the inst_loc entry in regedit.

[HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE] "inst_loc"="C:\\Program Files\\Oracle\\Inventory"

But still I am getting the error "OPatch cannot find a valid oraInst.loc file to locate Central Inventory. OPatch failed with error code = 104". Please advise.
