Conditional row supression

Financial Reporting 11.2.11.0

Report Server Version :11.2.11.0.000.0412

I am trying to conditionally suppress 3 rows in a grid based on a cell value in another row and column on the grid. The other cell value is a computed value is a SUM of a value on another grid.

I cannot get the row suppressed. Either the suppression doesn't work or my syntax fails.

Any help would be appreciated.
