DBA_HIST Views License Clarifications

Oracle Database Version - 19.17.0.0.0

OS Version - Oracle Linux Server release 7.9

Hi,

I need clarification on license about following views. Despite of having parameter control_management_pack_access is none, i could see entries are present in views.

May i know ? is it free view ? or still Diagnostic pack required?

Regret for the inconvenience since it's related to license as i know i need to contact license team but before going to that team, wanted to clarify with you folks.
