Rebalancing ASM

Hello All,

Currently running 19.18 CDB/PDB/ASM configuration on Linux REL7 VM Azure cloud.

We have been experiencing major performance issues. Tried just about everything without having to tune the apps. 2 performance SR's and nothing pointed to the instances as being a problem. explain plans and cost almost identical between old and new env. even with a lot of architecture differences. standalone vs cdb, physical vs vm, and disk layout

the disks were last on the list, the reason was because the SA's said one big disk wasnt a problem because they are VM's. Oracle disagreed but provide proof because they couldnt view if there was IO issues at the cloud level, others said they didnt know if it was an issue.
