Oracle database and client question - tnslsnr.exe

Appreciate any information to help me overcome some issues we are having.

We have Oracle Client 12.0.1.2 installed on a server, this server does not have Oracle Database 12.0.1.2 installed on it as the database server is a different machine. I noticed on the server that is running the client that tnslsnr.exe is running on port 1521. Based on what I have read, it appears this file should not be running on the client but on the DB server. Is this correct?

The issue is that our vulnerability management scanner is reporting Oracle Database 12.0.1.2 vulnerabilities on the server running the client. I am wondering if this is normal!
