Oracle Database Enterprise Edition Extreme Performance 19.17.00.00 2 node RAC is the source database system

Oracle Database Enterprise Edition 19.18.00.00 is the database system we want to copy to

My understanding is that rman backup and restore is not supported

It is not clear if Active pdb duplication with encryption is supported and there are conflicting articles regarding if a password should be used or not

I have a backup ready but there are conflicting documents on if this can be done without a connection to the source database

We are trying to downgrade from a 2-node RAC to a single database system
