if a CR don't appear as fixed on the readme isn't fixed?

Hi people:

I might have to install S11.4 on a barely new S7-2 server. I have found some issues about reinstalling the OS on S7s. Like CR 18712182.

But since that CR is reported on S11.3; can assume that S11.4 will not have that issue?

On Solaris 11.4 SRU 42 and 56 don't appear CR 18712182 fixed on the readme files. That means that CR 18712182 maybe appear on S11.4 installation?

An CR isn't fixed until some readme file says it's fixed?
