While upgrading from IP16 to IP21.4 we are getting error during Gateway registry creation

We are facing an error: 'Unable to create Registry with the information provided', during Gateway registry creation from SMC after installing Siebel IP21.4 in Linux Server. Please find below the error:

In the srvrcfg.log file we could find the below error:
