Oracle Enterprise Manager Cloud Control 13.c (13.4)

Looking for documentation how to upgrade / Migrate current OEM 13.4 to 13.5 by doing fresh install of version 13.5 on new Linux Servers.

Then migrate(recreate) all targets/jobs/groups/etc. then finally all Target Agents. Is this possible or it needs to be upgrade in place?
