oracle solaris swap_pool at > 90% capactiy

Oracle Solaris on Sparc 64-bit,  11.4.55.138.3 on a T8.

This affects 2 new servers, both of which are new builds. No one is connected externally to the servers, they are not in production. After the completing the build and rebooting, zpool list swap_pool shows the swap_pool at over 90% capacity which alerts fmadm and ASR.

Is the swap_pool usage a problem? As we start to use the servers will the apparent lack of free swap cause issues? Can the used swap space be reclaimed. I have restarted sstore on both servers, but no swap has been freed up.
