Does DRP consider Frozen Purchase Order quantity in the calculation

Hi I have a questions on DRP R3483.

We have a PO with Quantity 50 which matches our demand. But the PO is frozen.

When we run DRP R3483, it suggests new PO message with quantity 50. Isn't that duplicate supply? As I already have a PO with 50 quantity with freeze code Y.
