Oracle Forms 12.2.1.4 and Database 19C

As part of a recent upgrade the character set in the database was upgraded to UTF from WE8MSWIN1252 but the character set in the forms application has not been upgraded. I believe this to be an error but I am unsure of what is involved in upgrading the character set in Oracle Forms.

I presume I am correct that if the character set is upgraded in the database, that it is largely useless as the forms application will not be able to interpret any character(s) that requires a multi byte format on output?
