A concurrent Program Transaction List by project is taking too long or sometimes goes into the error  . Could anyone let me know how to debug the root cause.

The executable for the concurrent is XDODTEXE

the error code when it fails is:

ORA-12514, TNS:listener does not currently know of service requested in connect descriptor
