Requistion Approval Workflow is not getting started

Hi All,

Has anyone observed the same behavior as mentioned below :

Requistion Import Is being called , it has some requistion lines with Authorization Status as Approved and some as Incomplete.

Sometimes workflow is initiated and sometimes not, what i guess it takes from the first transaction line being picked whether to start Workflow or not.
