Should I see all Routing Options for my Shipment?

I enter a sales order, then choose Work with Shipment. From there, choose Routng Options.

I'm testing a new set up, so I only have 4 routes, 3 LTL and 1 Fedex. Should I see all four Routes as an option under Routing Options? I'm only seeing 3 LTL and I want to determine if there is something wrong with my set up.
