EAM_PROCESS_WO_PUB.PROCESS_WO for allocations not working in 12.2.10

Hello. This was working in 12.1.3 and even worked on those that had partial allocations. What is not working in 12.2.10 is when we have a partial allocation, and then there is inventory available. We run the API and believe we have the correct fields entered and the value returned is 'S' for success but the Allocation is not happening.
