Is there a way to connect SQL developer or create an inhouse tool to access oracle DB (read only)

We are currently in Cloud 23A for planning. We have an On prem 12.2.2 ERP system.

Due to the new restriction Planning DB is on cloud and cannot be use accessed directly. Only DBs have access and SMEs don't have direct access. We can see the data by using the Analytics section and via a datamodel we can run queries to see the output.

We want a way to access the DB directly(Read Only) but without going into analytics as its a long process and slows down the entire process. I request for guidance/help on this requirement. We know that a couple of companies have been able to create a inhouse tool but are not sure how was it achieved.
