Where to check for role based menu assignment

Where should I check for role based menu assignment? This dates back to when they originally impmented OTM version 5.5, it seems that when a user is created and assigned a role in OTM default menus are being assigned. I have never been able to locate where this was setup in OTM UI. Configure User access does not show a menu assigned yet users get different menus based on roles. I was not working here when OTM was originally implemented.

Is this something I need to check in the database?
