PeopleSoft 9.1 HR Profile Management - Are profiles meant to be historical?

PeopleSoft 9.1, Human Resources Profile Management

Hello! I'm supporting PeopleSoft HCM 9.1 and am new to Profile Management.

A client wishes to be able to see and query Non Person Profile (Position Profile) content at specific points in time to see, for example, what qualifications were associated with specific jobs.

I do not know what the historical functionality of profiles is (or is not). The Manage Profiles PeopleBook is very vague on these details. Perhaps there is another PeopleBook or other type of documentation like a white paper that I should be reading? (That would be great!)

Also, the date field does not appear on the profile as it does in the Profile Type set up table. If the effective date field was on the Profile Summary page, would that mean I could type in a date and see the profile as of that date? If so could I make that happen?
