Missing Collective Agreement Residual Hours

An hour based employee has missing Collective Agreement Residual Hours in the Seniority panel.

Checked with back-end reports like seniority hours payroll balance reports to calculate residual hours, and complete records of employee's seniority dates. Employee should have a Collective Agreement Residual Hours in the Seniority panel.

We have recalculated the CA residual hours seniority rule using scheduled processes using the correct past period in days ( today's date minus last update date corresponding to the seniority change start date ), 1000, 3000 and 10950. None of these rerun made the residual hours panel appear.

Anyone here have an idea on how to fix this or what could cause this?
