Sales order lines stuck at booked status

Hello.

Here is a brief of the issue we are facing.

Line items are at booked status, when we try to progress line and create supply order eligible we receive this note and lines does not get progressed.

ERROR : "An internal error occurred while creating a work order for the configuration item.

Action : Contact your Oracle support rep.

Above item types are certification items, workflow is at create supply order eligible.
