How to change the default value for leadtime quantity % in P43090

Oracle JDE 9.2

P43090-Supplier Item Relationship.

Currently when new record insert into P43090 the value in Leadtime Quantity % is default as 100%. Is there any way to change the auto default value from 100.00 to other value like 5.00 instead of edit the % manually?

We wish to record the receipt date in F43121 when the item is partially received and the item in a receipt route.
