make, ar, ld and nm executables needed for Windows OJVM RU 19.19.0.0.230418?

Hello colleagues,

there is a new requirement in Opatch readme for Windows OJVM RU 19.19.0.0.230418 to check if the path to make, ar, ld and nm executables is included in $PATH.

This requirement was always expected in unix environment but I never met it in Windows patch readme.

Is that something related to unix systems only which can be ignored on Windows or is it really a new requirement? I wouldn't even know how to satisfy it for Windows.

I already applied this patch successfully on Windows without error but I would like to be sure.
