After update to 11.2.13.0 HFM HomePage does not load for standard users

After the update the HFM HomePage is not loading for standard users. For us admins it is loading as before, we could not figure out which right does trigger the behavior.

We did not change any setting actively, after the update thebehavior started.

Has anyone the same experience?
