Limiting Access to Person Profiles

Hello. We are on PT 8.59 and HCM image #38. We are currently storing our Commercial Driver's License information in the Person Profile area and for permission setup we do not have any roles assigned in the configuration for Admins/Manager/Employees, so as long as the component is accessible every section shows up.

I'm trying to figure out how to limit 2 employees to see only 1 of the sections. If I apply a role in the Setup HCM->Product Related->Profile Mgmt->Profile Types then choose "Qualifications" section and apply a "CDL Role Only" role to it, but to all other sections a "All Access Role" then it seems like I have to add a role to the 100+ individuals that need access to everything. Is there any other way to do this? I wish these sections were like pages in a component or I could assign access via permissions lists, but
