Getting ORA-01924 when trying to SET ROLE via Proxy.

Oracle Database 18.8 Standard Edition on Windows x64:

The following URL mentions a link to the patch (26399839) which is the Linux patch. Unable to find the Windows x64 version of the patch. Found the following reference (25895472) as a Windows patch, but unable to find this patch in My Oracle Support ==> Patches and Updates. Any help finding this patch would be appreciated. URL is:
