Changed weblogic pswd on OID 11g install and now Grid emctl is locking account

We changed our weblogic password on our WLS install for our OID 11g server. I attempted to edit the targets.xml file for emctl to put in the unencrypted password for the "weblogic" user. When I run the emctl start agent command, it does encrypt the entries so I believe I have the correct file, but pretty much within 5 minutes, it's locked the weblogic account for invalid password and we have to use a backup login to bring up the WLS console for the OID server.

I have gone into our Grid Control and attempted to set the Monitoring Credential for the middleware target, but it says it's invalid. I have to stop the agent and then use a backup admin user to unlock the weblogic user on the OID WLS console.
