Displaying Chinese characters in all JDE menus

JDE E1 9.2.5.6 on Windows 2019

Some users are facing problem after they login in JDE, they are getting Chinese characters in all JDE menus but when we restart their pc, they JDE became fine. what could be the reason. Domestic language is defined in their user profile and there is no Chinese language installed on their PCs.
