is it possible to use advanced pricing promotions with purchasing?

The advanced pricing in purchasing technical document dated 2007 mentions that it was not possible, and promotions have no effect on purchasing documents. We currently are in oracle version 12.2.9 and I wanted to check if this functionality exists in this version.
