In the Notifications Framework, what is status "Partial Success"

Campus Solutions 9.2

In Campus Solutions 9.2, I am searching Notification data in PS_SCC_NTFREQ_DTL. There is a status of R meaning "Partial Success". Can someone tell me what this means? Did the email notification get sent to the student if the status is "Partial Success"?
