API og some method to centrally add and edit vacation rules.

I have a multi-org setup with numerous independent departmetns/organisations.
Our users are quite good in creating Vacation Rules for approvals, but it's still a big issue that many either forget or can't access their Worklist to create a Vacation Rule (out of office, medical emergency...)
I know that the Admin can administer, create and apply Vacation Rules, but with over 100 departments/organisations and several thousand approvers this isn't realistic, if for not other reason that the Admin has no clue who is John Doe in Marketing delegated approver. We want the ability to allow HR in the relevant org to do this.
