Instance stopped connecting and now I can't create new one.

I have been successfully using oracle free tier to host my testing projects for some tie now. Today I was about to host another but my instance did not connect. I tried connecting via ssh but it didn't so I checked my instance, it was up and running but I couldn't connect, it was ubuntu 4 core 24gb ram (ARM). So I deleted that instance to create new on my boot volume but I keep getting out of space error. Please help, I was hosting some important webapps on it.

I know many people are facing this problem but I am guessing that those people are the new registrars. I already have a boot volume, all I need is ram and cores to restart my instance. Any help would be appreciated, Thanks.
