Siebel Thick and Web tools are dead slow post the upgrade

Dear Community,

After we have done upgrade from 20.12 to 22.10 we are experiencing very poor performance on our DEV database.

Siebel web and thick tools also dead slow. could you please help us to find proper configuration on database to have at least same performance as it was before.
