Random JDE slowness - Check Client browser ?

We are seeing an issue where the JDE system randomly gets slow. This happens across all applications and is not specific to any module of JDE. For example, the address book application works fine creating 4-5 address book records within a few seconds. Then randomly the 6th one will take 1 minute. The application will either have the blue processing bar at the top right side or a blank white screen. This happens with both Chrome and Edge browser.

So far we have checked all server side settings. I remember back in the IE days, there were browser setting recommendations from Oracle. However I cannot find any browser setting recommendations for Chrome or Edge.
