What trace on during submition does?

Oracle EBS 12.2.9

All,

I have raised SR many times, but no clear answer from Oracle support, maybe here I can get a clue. We have multiple custom concurrent programs that fail immediately once is submitted. It worked years, but now it fails ....

The mystery is: when we enable "trace on" then programs finish without issues.

Log file when we run without selected "trace on" on submit form you can see that it runs less than 1. second and it fails
