how fix patching from 19.13.0.0 to 19.16.0.0 failure PRCZ-4001 : failed to execute command "/u01/app

kindly assist


am patching from 19.13.0.0 to 19.16.0.0

am getting below error when running "/opt/oracle/dcs/bin/odacli create-prepatchreport -s -v 19.16.0.0.0"


Evaluate GI patching is still showing running whiles is failed in the logs
