Attachment Manager

Dears,

Like to know if this is a bug or as designed?

If the attachment manager opened via Row Exit (ex. Internal Attachment on W4101E) then it is in the edited mode ( with Add/Delete buttons). However, if it is opened by clicking the paper clip icon then the attachment manager is in the inquiry mode only (no Add/Delete buttons)
