Commitment Question

This might be an easy one, but I just can't figure out why my order is committing the way it is.

I have a commitment preference set up to always put this particular item group to a specific branch plant 400. There are two valid lots in that branch with available quantity. No other branch has availability.

The item in question has a commitment method 3. For some reason, it's committing to branch plant 100 and backordering to that branch. Even with the preference being branch plant 400 and no availability in branch plant 100.

Could the commitment method be causing it? The lot with the earliest valid date exists in both branches, but only has availability in 400.
