There are exchange gains or losses in the same currency?

Oracle Applications : 12.2.10.

There are currently payment receipts and transaction with the same currency that generate exchange gains and losses after application, which is not a common occurrence, but occasionally occurs once or twice.

What are the settings that can cause this situation?Or is it a bug?
