Withholding status remains P, not updating to C

Hello, so we have had occasional issues where an active contract with new contract lines added and activated. Then withholdings page is set up via amendments. Sometimes it will process and set the CHG_STATUS to C, so that the amendment is showing up on the page.

Sometimes it is set as P, and when the amendment is processed, it does not change it from P to C. Is there something else that needs to be changed in order for the amendment process to change it from P to C? We have to resort to doing SQL update to update the CHG_STATUS to C, so that they can move forward with billing.
