Can not apply WebLogic Server SPB

Hi community!

I'm trying to apply the April WebLogic Server SPB using OPatch napply. I can successfully run with the -report flag. %ORACLE_HOME%\OPatch\opatch napply -oh %ORACLE_HOME% -phBaseFile windows64_patchlist.txt

However, when I go to apply the patch by removing the -report flag it hangs and never askes if I want to proceed?

Any thoughts would be appreciated.
