Can we create a copy of a TDE encrypted database on another host remove wallet and use it

Product: Oracle database enterprise edition

version: 19.14.0.0

subject: Transparent data encryption(TDE)

TDE keystore: password protected wallet with auto-login and master key

Question: 

We have TDE tablespace encryption on production databases.

Can we create a copy of the production database on another development host

decrypt the tablespaces( which I know is possible) and then remove wallet and use it as not TDE database.
